The Confederated Salish & Kootenai Tribes is soliciting bids for the planting of the Boulder Fire, this area will require seedlings to be planted within 648 acres. The bids are due September 18th, 2023 at 11:00 am. This notice is furnished to acquaint bidders with some of the requirements of the proposed contract. If the wording of this notice disagrees with the contract, the contract is final and binding. SCOPE OF WORK Planting: The contractor shall plant 648 acres a year. The contractor shall plant 194,400 seedlings per year per BAER requirements that will be provided by Forest Development. 648 acres shall be planted in the spring of 2024. THIS IS A SEALED BID AND A TRIBAL MEMBER PREFERENCE SALE, however, bidding is not limited to only tribal members. There are four categories of bidders. The bidder preference is as follows with the highest preference listed first; 1) CSKT Tribal Member with Indian Preference certification, 2) CSKT Tribal Member without Indian Preference certification, 3) Tribal member of another tribe with Indian Preference certification, 4) Non-Indian or Tribal Member from another tribe, Tribal members claiming Indian Preference must include an Indian Preference Certificate in the bid packet. Only those who submitted a qualified bid may participate in the following procedure. A higher preference bidder may match or exceed the sealed bid of a lower preference bidder. An oral bid may ensue. If the lower preference bidder declines to raise their bid then the sale is awarded to the higher preference bidder who matched or exceeded their bid. If the lower preference bidder offers a higher bid, then the higher preference bidder may match the bid again. The sale will be awarded when the lower preference bidder declines to raise their bid or the higher preference bidder declines to match or exceed the lower preference bidder's bid. PREPARATION OF BID PROPOSAL The bid proposal package shall include: 1. Bidder information and bid prices in format similar to the attached bid proposal form. 2. Optional: If bidder is eligible for Indian preference, a copy of certification as an Indian owned business from the TERO Department must be included. BID SUBMITTAL All bids must be addressed and mailed to Tribal Forestry, PO Box 278, Pablo, MT 59855; bid opening will be located at the Tribal Forestry Office (Conference Room), 104 Main St. SE, Ronan, Montana. Bids delivered to the office must be labeled on the outside as "Bid for Planting" on the outside of the envelope. The deadline for bid acceptance will be September 30, 2023 at 11:00 AM. At which no other bids will be accepted and bid opening will commence. Bidders need not be present at the bid opening to be awarded the contract. The contract award shall be based on the best value expected from a bidder capable of completing the work on all planting blocks. The successful bidder is required to submit, failing to have following criteria will result in an unsuccessful bid. 1. A completed Form W-9, Request for Taxpayer Identification Number and Certification to Tribal Forestry. 2. A performance bond equal to 5% of the total bid price will be required after bid has been awarded, refundable upon successful completion of contract obligations. Performance bonding requirements may be satisfied by use of an irrevocable letter of credit, certified cashier's check, assigned savings account, or by Electronic Fund Transfer (EFT).
